QUOTE OF NOTE: "On behalf of my parents, who were immigrants, on behalf of the over 1 million...legal immigrants who served this country in time of war and the two Medal of Honor winners [who were] legal immigrants...I say they do not come here to take, they come to give."

PATRICIA PARKER (R) District 30

BORN: April 8, 1949, Los Angeles EDUCATION: UCLA; West Coast U; Pasadena Community College FAMILY: Single RELIGION: Episcopalian MILITARY: None OCCUPATION: Legal secretary; child-support investigator POLITICAL CAREER: None ADDRESS: P.O. Box 29285, Los Angeles 90029. Tel.: 818-583-9335

Toeing the Republican Party line in a largely Democratic and Latino district, Parker will have a tough fight against a charismatic incumbent. But Parker believes adamantly that the future of America is tied to the principle of limiting Federal Government and putting Washington on a "tax diet." This, she says, was the vision the Founding Fathers embodied in the Constitution.

QUOTE OF NOTE: "It is time to return to the concept that government derives its power and legitimacy from the governed, and to overcome the liberal notion that the government is the source of all rights and privileges."

JOHN FLORES (R) District 31 (East Los Angeles County; El Monte; Alhambra; Azusa)

In 1994 G.O.P. challenger Flores won 41% of the vote in a district that is only 26% Republican. Running against the same Democrat this year, the former teamster hopes his crossover muscle is more toned as he breaks the party mold with his support of labor and opposition to Republican legislation that would permit worker-management teams to negotiate outside union contracts.
