Zbur, the first openly gay non-incumbent to win a congressional primary, matches Steve Horn's social liberalism--Zbur is an environmental lawyer--and independence--he pledges not to vote for tax increases. He also offers a clear alternative to some Republican shibboleths about government: he takes strong exception to G.O.P. attempts to weaken the Environmental Protection Agency. Endorsed by women's groups and teacher and labor unions, Zbur is a proficient fund raiser who clearly appeals to traditional Democrats.

In his second challenge against pugnacious G.O.P. incumbent Ed Royce, Davis is still a keen contrast to the White House foe and self-described "Pork Buster" incumbent, despite a crushing 66%-to-29% defeat in 1994. Davis remains a firm believer in the power of good government and an adamant opponent of supply-side economics.
