If elected, this former Imperial Times Man of the Year plans to push traditional family values, with bans on abortion and gay marriages. A strict conservative, Baize also advocates high defense spending, the death penalty and, as an N.R.A. member, no gun control.

A former aide to Senator Hubert H. Humphrey, Filner served two months in a Mississippi prison for taking part in a sit-in at a lunch counter during a stint as a Freedom Rider in 1961. Now a two-term incumbent, the still liberal Filner is the only Democratic House member in all of Orange County and the San Diego area.

Like John Wayne, with whom he shares the nickname Duke, Cunningham is a man of action. He was awarded two Silver Stars and 10 air medals as a pilot in Vietnam, so it was natural that the military be his legislative speciality. He vehemently opposes defense cuts, but he also battled for a bill to prevent the President from sending troops to Bosnia. In a Republican district that gave Clinton only 32% of the vote, Cunningham is expected to win.
