The G.O.P. has high hopes for Rogan, the youngest judge in the state when he was appointed to a municipal-court position in 1990, and the "Best Legislator" in the state Assembly in 1995 according to California Journal. A born-again Christian with firm conservative beliefs--an advantage in this traditionally Republican district--Rogan also has earned a reputation as a consensus builder.

In this seat since 1980, Dreier has been a guiding but moderating voice in the Republican revolution. He fought to streamline Congress as co-vice chairman of the Joint Committee on the Organization of Congress and has burnished his reputation as a red-tape hawk by overhauling the House committee system for Newt Gingrich--something that had not been done in 50 years.

Levering has no illusions about his chances against David Dreier, an eight-term incumbent with a multimillion-dollar war chest. But the retired history professor believes that Dreier's reputation as a moderate is overblown, and hopes Dreier's votes to cut social programs like food stamps and school lunches will mark him as a "Team Gingrich" member who should not be playing in Washington.
