QUOTE OF NOTE: "If our children aren't worth investing in as our highest priority, then I'm not sure what we stand for anymore."

SALLY ALEXANDER (D) District 45 (Coastal Orange County)

BORN: March 6, 1914, Seattle EDUCATION: Antelope Valley Joint Union High School, 1932 FAMILY: Husband, Chauncey; five children RELIGION: NR MILITARY: None OCCUPATION: Public relations consultant; convention organizer POLITICAL CAREER: California Democratic Party regional director, 1991-92; Orange County Democratic Central Committee, 1994- ADDRESS: 19744 Beach Boulevard, No. 399, Huntington Beach 92648. Tel.: 714-536-6010

Alexander helped vote in the New Deal in 1932. Today this great-grandmother, at 82 the oldest challenger among candidates for the House (and perhaps the only boogie-board surfer), is running because of the incumbent's vote to slow the growth of Medicare. She is pro-choice, and says the Contract with America "is trying to put us back in the Middle Ages." The underdog, she also says winning is a miracle waiting to happen.

THE ISSUES

QUOTE OF NOTE: "People have begun to realize in the past 15 or 20 years that age is not a handicap."

DANA ROHRABACHER (R) District 45

BORN: June 21, 1947, Coronado EDUCATION: California State U at Long Beach, B.A., 1969; U of Southern California, M.A., 1971 FAMILY: Single RELIGION: Baptist MILITARY: None OCCUPATION: White House speechwriter; journalist POLITICAL CAREER: U.S. House, 1988- ADDRESS: 127 Main Street, Suite 1, Huntington Beach 92648. Tel.: 714-969-7457

The archetype of a conservative district, the 45th has sent this surfing Congressman to the House four times and will probably do it again. Besides the traditional representation he gives his constituents (limiting funds for illegal immigrants and supporting funds for aerospace), Rohrabacher has joined a more liberal cause: he voted to cut off aid to India and China for human-rights abuses.
