A social-studies teacher, MacBain, 34, says he's running because he's tired of the G.O.P. giving the government burden to the states, which are then forced to cut education to make ends meet. He's throwing his support to the elderly, environmental protection, tourism, fisheries and vineyards (all vital to his district)--and to education. Not a multimillionaire like his opponent, MacBain couldn't leave his job to campaign full-time. But running against a five-term incumbent who received 85% of the vote two years ago, that may have been a wise decision.
