This native of the Kentucky mountains is known as a fiery fighter for the interests of Rochester. She used her seat on the Budget Committee to wrangle funding for a program to encourage business and job growth in Rochester and, as chair of the Congressional Women's Task Force, championed the Violence Against Women Act and introduced legislation (which passed last May) to protect insurance coverage for women genetically prone to breast cancer.

A banker, Callard quit his job early this year to pursue the congressional dream. Canvasing the area in a red, white and blue school bus, he sought support in his bespectacled, meticulous banker's style. Democratic incumbent LaFalce has ruled the district since 1974, but as in the rest of upstate New York, the conservative tradition is strong, and Callard just might be able to tap into it.

Until the 1994 G.O.P. takeover, LaFalce chaired the Small Business Committee and worked to spur development in industrial areas like his district, once one of the heavy-industry capitals of America. He supported the U.S.-Canada Free Trade Agreement, hoping to help his district take advantage of Toronto's booming economy. And he pressured the Department of Energy to remove nuclear waste from a site in Tonawanda--no small issue in a district that includes the infamous Love Canal, and no small feather in LaFalce's cap either.
