As chair of the National Republican Congressional Committee, Paxon was an author of the Contract with America and a key player in the G.O.P. landslide of 1994. A tireless, effective fund raiser, he is also married to Representative Susan Molinari (District 13). The only husband-wife congressional team, they are often spotlighted as symbols of the younger wing of the G.O.P. But as the novelty of the Contract becomes tarnished by political bickering, Paxon is finding himself in a real race for his House seat.

Rosenberger, co-founder of a Rochester investment-management firm, says he'll bring strong business principles to Washington. Jobs are created by motivated entrepreneurs, not government bureaucrats, he says, pushing the G.O.P. slogan, "tough on crime--easy on taxes." An underdog, Rosenberger hopes to topple incumbent Louise Slaughter with a "Washington values" label that's not loved in sensible Rochester.
