Contrasting his small-town roots with what he calls Bud Shuster's big-city problems, Kemmler says he knows the people, land and needs of this district. Shuster's 12-term reign--the last four terms uncontested--is a sign of his local status. If he shakes off some recent ethics problems, the man known as "Mr. Transportation" in his district--where you can drive on the Bud Shuster Highway and the Bud Shuster Byway--should be able to continue to bring infrastructure goodies to the Ninth.
