Pennsylvania, once the world's steel capital, also has one of the country's richest histories--the Declaration of Independence and the Constitution were written and signed in Philadelphia--and seems aptly named the Keystone State. With no statewide races this year, Pennsylvania's focus is again the political grass roots, where it all began.

Against a popular incumbent in a Democratic district, Cella is running uphill. He advocates a simplified tax system and promotes the nation's "true focus"--economic growth. But he also declines to answer the Time/CQ questionnaire because, he says, such questions "often put words into the candidate's mouth."

A 16-year incumbent, Foglietta represents one of the poorest districts in America. He is also the only white Congressman for a mostly black constituency and this year was one of only 101 Representatives to vote against the G.O.P.-sponsored welfare-reform bill.
