Joe McColgan is a young Republican trying to pull the conservative Third District into the G.O.P. fold. He first ran against incumbent Robert Borski in 1990--losing by 20 points, better than any Republican since 1982--and feels that his respectable showing in that race will generate votes in this election. The major question is whether he can convince working-class Democrats that the Republican fiscal platform is no threat to their jobs and entitlements.
