Fox won this seat from Marjorie Margolies-Mezvinsky by emphasizing her 1993 vote for the Clinton budget--a betrayal in this affluent Republican district. Now Fox faces Joe Hoeffel, who accuses him of being a Gingrich loyalist. In what is considered a bellwether race, party leaders are paying special attention to this hotly contested campaign.

Hoeffel says the G.O.P. agenda is too radical and that Jon Fox is one of the extremists. Casting himself as a moderate, Hoeffel advocates a balanced budget and streamlined government, but not at the expense of Medicaid, Social Security and the environment. This race hinges on whether Hoeffel can convince this G.O.P. district that Fox is not the independent-minded Republican he says he is.
