Sutton, a conservative who's proud of his quarter-million-dollar campaign war chest, has strategized hard to win this open seat, even hiring Democrat David Taunton's campaign coordinator as a way to appeal to conservative Democratic voters. He favors lower taxes for families, a balanced-budget amendment and more reform of education, welfare and Medicare. A founder of B.A.D.D.--Bankers Against Drug Dealers--he has made drugs and crime major issues, accusing President Clinton of having a "just inhale" policy.

Brown was elected after the Third District was redrawn in 1992. She proved to be an effective advocate for the military bases there, but last spring found herself back on the redistricting block when a federal panel declared the horseshoe-shaped district, which stretched more than 250 miles through 14 counties, to have been racially gerrymandered. Brown is now worried about her seat, since the number of black voters in the redrawn Third dropped from over half the population to just over 40%.
