During his eight terms in the House, Shaw has enjoyed solid support from this "gold coast" district. His work on this year's historic welfare-reform bill--as chair of the Ways and Means Subcommittee for Human Resources he added a provision to deny benefits to nonnaturalized legal immigrants--should help. Last year Shaw sponsored a measure to cut back on the earned-income tax credit.

Brown, an orthodox Catholic but unorthodox Republican, says he wants to balance the federal budget through large funding cuts in the EPA, the CIA and the Departments of Energy and Commerce, and smaller ones in welfare, Medicaid and Medicare. He also wants the U.S. to withdraw from the United Nations and to "farm out prisoners to third-world countries."
