Keep an eye on Albany. New York Governor Andrew Cuomo has shown no fear in calling out one of his party's strongest allies, the teachers' unions, by putting in place an evaluation system based on teacher performance. Unable to wait for federal help from a paralyzed Congress, he called for a $16 billion state fund to address New York's crumbling infrastructure. He has lowered business taxes that have long burdened the state. Now he must find a way for New York to take advantage of its rich store of natural gas deposits while at the same time protecting the environment. Cuomo, 54, is a pro-growth Democrat and one of his party's rising stars.
