Progress on disarmament resumed with the signing of the Intermediate-Range Nuclear Forces Treaty (INF) in 1987, as Reagan and Soviet leader Mikhail Gorbachev agreed to eliminate ground-launched ballistic and cruise missiles with intermediate ranges, defined as 300 to 3,400 miles (480 to 5,500 km). By 1991, the U.S. destroyed 846 such weapons; the Russians got rid of more than twice that number.
