In 1991, President George H.W. Bush and Gorbachev signed START I, a treaty that set a goal for the two superpowers to cut their nuclear arsenals by a third. Gorbachev hailed the agreement as a "moral achievement" that replaced "military thinking" with "normal human thinking."
