When the younger Daley arrived at city hall, Chicago was running at a deficit, but by the end of his first term in office, the city was back in the black. He further gained favor by cleaning up the city streets, creating an office to investigate sexual harassment, awarding city contracts to minority-owned businesses and beefing up anticrime police units. Such managerial successes propelled him to re-election five times.
