That, and the fact that sending sophisticated technology into the U.S.S.R. would be risky, suggests that the U.S. is unlikely to take up Sagdeyev's offer. U.S.-Soviet cooperation and the rising fortunes of the Soviet space program have posed troubling questions for Washington that cannot be ignored.
