Tried for high drama in recounting the life and times, and values, of his dear friend and fellow Vietnam veteran, focusing on his national security credentials. But the former Pennsylvania Governor and Congressman (as well as Homeland Security chief) lacked the celebrity wattage and explicit white-hot zingers of Rudy Giuliani. The speech was well written; the delivery, flat and cadence-free, was not. What he clearly thought was confidence came off as complacency.
