Two brothers on oppo-site sides: it's a setup at least as old as Civil War ballads. James Gray's urban thriller pits a good cop (Mark Wahlberg) against his party-boy bro (Joaquin Phoenix) in late-'80s Brooklyn, N.Y., with the Russian drug mob in ascendance. There's a sensational car chase in the rain, but the film's conflicts are routine. It's all been done better before, by Scorsese, The Sopranos and way many others.
