In Elazar, above, all of the workers are Palestinian. During the freeze, the settlement, which has a population of approximately 1,700 Jewish settlers, did not begin work on 58 planned units, but went ahead on 22 units for which concrete foundations were poured on the eve of the moratorium. Said one of the workers, "What freeze? It's a joke. They are laughing at the world."
