Romanian NGOs distributed nearly 1.7 million clean syringes in
2009. To minimize complaints from nonaddicts and police and to
reduce the risk of addicts reusing them, NGOs collect and burn old
syringes that might otherwise end up on the streets. Desperate addicts
who find dull syringes will sometimes sharpen them on asphalt and
use them again.
