General Musharraf said Tuesday that that the state of emergency he had declared was designed to fight mounting militancy by Islamist extremists, so that elections scheduled for January could be held in conditions of security. But Bhutto said elections held under the emergency rule would be meaningless and vowed to join other opposition leaders in boycotting any poll staged while the emergency decree remained in effect.
