In time, history will weigh the fruits of his labors. Did this President leave the country better off or worse, richer or poorer, kinder or crueler, safer or in greater danger? But that is not Bush's concern. "A President shouldn't worry about how history will judge him," he says. And he gives every indication that it is God's judgment that concerns him. But that comes with a promise of forgiveness that history can easily withhold. --With reporting by David Van Biema/New York, Rita Healy/Denver, Betsy Rubiner/Des Moines, Nathan Thornburgh/Lowell and John F.
