This 20-year incumbent has earned a reputation as one of the more boisterous and argumentative Democrats in the House. He has engaged in many floor fights, and in the 104th Congress served on the "floor patrol," the party's first line of defense against G.O.P. proposals. Volkmer does break ranks with a majority of Democrats on gun control: he voted to repeal the ban on assault weapons, and at the 1996 Democratic Convention he walked out on Sarah Brady's anti-gun speech.
