Congress are strong enough, Rush, a former civil-rights lawyer who helped defend the Voting Rights Act of 1965 before the Supreme Court, might have a chance in this race. In fact, in the past two presidential elections, his district voted for Dukakis and Clinton. Unfortunately for Rush, however, his opponent is Jim Leach.
