∙ Scientists of nuclear powers should plan how to end, "under verification procedures," production of nuclear materials for weapons.
∙ The U.S. and U.S.S.R. should match each other, plant for plant, in closing down facilities for making nuclear weapons, as existing fissionable materials are transferred to an international stockpile.
∙ The U.S. is "prepared to submit to any international inspection, provided only that it is effective and truly reciprocal . . . Secrecy is not only an anachronismit is downright dangerous."
