The best way to move our Pacific surpluses seems to most military men to lie in bulk sales to China and UNRRA and in sales or gifts to the Philippines. China has already bought all our surpluses in western China (some $67.000,000 worth) and could probably absorb another $700,000,000 if it can get the credit. UNRRA has recently agreed to buy $100,000,000 worth of supplies now in the Philippines and 200,000 tons of construction equipment at Manus Island. But these are small operations. Everybody I met in the Pacific agreed that the whole business has to be moved quickly. Alternatives: the weather or the jungle gets it.
