The conflict over the role of church and state surfaces again as Congress considers a constitutional amendment, backed by President Reagan, to allow organized prayer in public schools. Supporters argue that without prayer in schools, teen drug abuse and suicide have soared. Opponents fear that religion in classrooms will coerce religious minorities.
