Western governments react with dismay to Poland's military crack-down on the Solidarity movement. President Reagan declares, "If the outrages in Poland do not cease, we cannot and will not conduct 'business as usual' with the perpetrators and those who aid and abet them." But European leaders are reluctant to join the U.S. in sanctions.
