The Four Powers

At Dumbarton Oaks, Russia, the U.S., Britain and China devise a security league for a postwar world. With an eye toward the Baltic states, Russia insists the four powers can veto any league disciplinary action against an aggressor, "even if the vetoing power was itself the aggressor."
