Liu was a chief author of "Charter '08," a pro-democracy manifesto that called on the Communist Party to enact political reforms and uphold the constitutional rights of Chinese citizens. The document, which was signed by 303 mainland intellectuals, badly rattled China's authoritarian leaders. Liu was arrested on December 25, 2009, and sentenced to 11 years in prison for "inciting subversion of state power."
