Bush's foreign policy crew was famously fractious, with personal enmity and internal disputes over substance creating a toxic brew. Obama's national-security team, meanwhile, overflows with genuine respect and affection, even when its members are slugging it out on such contentious issues as the search for a new Afghanistan policy.
