Coming Up Empty

Chalk up another catchphrase for the Governator. "Our wallet is empty," California Governor Arnold Schwarzenegger acknowledged recently, noting that the ongoing financial crisis, combined with the state's budget disarray, had left it $24.3 billion in the hole. The governor has made some controversial proposals, including shifting some prison and school jobs into private hands (in the face of stiff opposition from California's powerful unions) to wring every efficiency possible from their operation.
