Sometimes, it's not economic woes that push back a project; sometimes it's just a good old-fashioned argument. The half-built Institute of Legal Medicine at Madrid's Campus of Justice has been put on hold because the architect, Alejandro Zaera Polo, walked away over a payment dispute. Polo's peers Sir Norman Foster, Lord Rogers and Zaha Hadid had reportedly been offered generous funds for their buildings at the complex; he wanted 53% more than had been put aside for him. Still, that's not to say the economy had no effect. "The campus is no longer a top priority and resources must go elsewhere," admitted Alfons Cuenca, deputy head of the Madrid regional government's justice department. "That does not mean it isn't going ahead, but that the work will slow down."
