3. Remind America's Enemies: Transition Isn't Confusion
This is the first time in 40 years that power has passed from one President to another during wartime. But a presidential transition does not mean the nation lacks will. Americans will have a President until Jan. 20, 2009 who has shown that he is not afraid of using military force. George W. Bush may even take some actions in his final days that prove controversial. Reminding the world of this factor will be not only wise, but unifying.
