I'm not sure it's actually a law, but the more rich people you find concentrated in an area, the less likely it is that they'll be breathing bad air. So it is with the gorgeous resort town of Jackson, the gateway to Grand Teton National Park, Yellowstone and of course the ski slopes of Jackson Hole. I mean, the Federal Reserve does an annual symposium/retreat in Jackson every summer. I don't think they'd do that in Bakersfield, Calif.
