President Carter and Ronald Reagan take their campaigns to prime time. Both devote more than half their allotted $29.4 million in federal campaign funds to TV commercials. Some viewers predict that voters will never be swayed by ads, which treat candidates like so much detergent. But Reagan is good on TV and even better with an uplifting script.
