Bellerive was appointed to head Haiti's government just two months before a massive earthquake hit the western hemisphere's poorest country Jan. 12, killing more than 200,000 people. But many consider him a more effective leader in the quake's aftermath than Haiti's lame-duck head of state, President René Préval. "We don't want to rebuild what was destroyed," Bellerive told TIME.
