Yemeni national Ramzi Binalshibh allegedly helped with the early planning of the 9/11 plot but failed to obtain a visa to enter the U.S., leaving him to coordinate between Khalid Sheikh Mohammed and operatives in the U.S. He's currently detained at Guantánamo Bay.
