Giuliani, in a New Hampshire radio spot. The problem was that his numbers didn't jibe with the British government's official statistics. Instead, the data came from a single study published almost ten years ago. Maria Comella, a campaign spokesman, said the former New York City mayor discovered the statistics in an urban-policy magazine, before acknowledging that the campaign did not try to independently verify the numbers.
