The Galician city of Santiago de Compostela in Galicia has been host to religious visitors since medieval times. But, as the economic crisis hit, its attempt to create a new pilgrimage site--the City of Culture, designed by Peter Eisenman—proved to be a white elephant of colossal proportions. More than $500 million was spent on it but the city ran out of money before completing two of the six planned buildings.
