A photo taken from a Japan Defense Force helicopter on March 16, 2011, shows the damage sustained by one of the nuclear complex's containment structures. Though it was not active when the earthquake and tsunami struck on March 11, reactor No. 4, center, above, contains over 1400 spent fuel rods, stored in cooling pools that officials fear are either evaoprating or leaking.
