Desperate Measures
In an early attempt to cool the earthquake-damaged plant, two Japanese military helicopters dumped seawater on reactor No. 3 on March 17. A Japanese defense department spokesman said that at least four loads of water were dropped on the reactor in the first ten minutes of the operation, though the televisiopn footage suggested that much of the water dispersed in the wind. The reactors at the complex were crippled by explosions that took place in the wake of the March 11 earthquake and tsunami that struck northeastern Japan.
