On July 11 a meeting between Israeli prime minister Ehud Barak, Bill Clinton and Palestinian leader Yasser Arafat opened at Camp David outside Washington. "Movement now depends on historic decisions that only the two leaders can make," said Clinton. But despite seeming willingness by Barak and Arafat to talk of peace, their constituencies overruled them in the streets. Both men hardened, and playful scenes like this one were unimaginable once again.
