The trend toward disarmament, it is hoped, will continue with the signing in 2010 of a new Strategic Arms Reduction Treaty by President Barack Obama and his Russian counterpart, Dmitri Medvedev. The agreement, which has yet to be ratified by the U.S. Senate, would allow a maximum of 1,550 deployed warheads, about 30% lower than the limit set in 2002.
