A video captures a woman carrying a child after the earthquake struck. The world has been quick to react: the Red Cross is dispatching a relief team from Geneva, the U.N.'s World Food Program is flying in two planes with food aid, and the Inter-American Development Bank said it would approve a $200,000 grant for emergency aid.
