The physical legacy of Allen Dulles was a $46 million complex that took six years to build. The CIA director began campaigning for it as soon as he took office, got funding for it in 1955 and contracted the company that erected the United Nations building and Lincoln Center in New York City to construct it. However, the headquarters was not completed until September 1961. By that time, Dulles' record had been marred by failed anti-Soviet uprisings in the Eastern bloc and, most important, by the disastrous Bay of Pigs invasion. He would never move into the headquarters he inspired.
