A Greener NYC
In an effort to make New York City more environmentally efficient, Bloomberg initially proposed a congestion pricing plan, whereby motorists driving south of 86th Street in Manhattan during business hours would be charged $8 a day. When that measure failed to gain the support of the state legislature, he introduced a downsized version the following year. Called "PlaNYC: A Greener, Greater New York," the program set goals for the reduction of emissions by more than 30%, the cleansing of all contaminated land in New York City, and the reclamation of 90% of the city's waterways for recreation.
